Kritische Infrastrukturen

Der Begriff der kritischen Infrastrukturen, kurz »KRITIS«, wurde im Verlauf der letzten Jahre nahezu omnipräsent auch im Recht. Die Arbeit entwickelt mittels einer Bestandsaufnahme der KRITIS Regelungen Strukturen eines Regulierungsprogramms KRITIS, um anschließend die Perspektiven des KRITIS Diskurses im Recht in den Blick zu nehmen. Insgesamt zeigt sich der KRITIS Begriff als zentrale Relevanzzuschreibung und Element einer neuen »Risikopolitik« im Recht.

»Concept, Structures and Perspectives of KRITIS as a Regulatory Program«: The concept of critical infrastructures, abbreviated »KRITIS«, has become almost omnipresent in recent years - including in law. This work develops the structures of a regulatory program »KRITIS«. To this end, an inventory of the KRITIS regulations is developed in order to examine the perspectives of the discourse in law. KRITIS is shown to be a central attribution of relevance and an element of a new »Risikopolitik« (risk policy) in law.

Autorentext
Oskar Schumacher studied law at the Humboldt University Berlin and passed his first state examination in 2015 and his second in 2018. In 2018 he was a research assistant at IKEM - Institute for Climate Protection, Energy and Mobility. From 2019 to 2022 he worked as a research assistant at the Chair of Public Law and Digitalization Law at the University of Bielefeld where he earned his doctorate in 2025 under the supervision of Prof. Dr. Thomas Wischmeyer. He has been a lawyer in the digitalization law team at Redeker Sellner Dahs in Berlin since 2022.
